If the user that executes Directory Sync is not an Administrator, the user that will be used to execute Directory Sync must be given full control privileges for the folder into which Directory Sync was installed including all files contained in the folder.

This would be the path "C:\Program Files\IIJ ID Service Directory Sync" if the program is installed at the default location.
